Appears applicable to Jackson Hole's unique market where often sellars find that they may be sitting on an increasinly valuable property as zoning and protection regulations are congtinally edited. An experpt here:

They don’t make mansions like Christian de Berdouare’s Miami Beach mansion anymore—but it’s not a historic home. It’s not even finished yet.

Mr. de Berdouare got the building permits for his roughly 14,000-square-foot modernist spec home in Miami Beach just before the city’s planning department set stricter rules limiting both house size and lot coverage for new residential construction last year.
